In case it may have passed your attention, the UK now has a new Government. After 18 years of Conservative rule, it is Labour's turn to take up the reins of the British state.

As a result of the general election on May Day, the former governing party lost a great number of seats throughout Britain which left them far behind Labour in the House of Commons in Westminster. But if it was a landslide elsewhere, in Scotland and Wales there was a political earthquake which left the Tories without a single Member of Parliament in either country.

But is this an earthquake that has left the foundations of Gaelic weakened, given the fact that the former Government was the first ever to help resource Gaelic? CLI asked all parties who put up more than a dozen candidates for the 72 Scottish seats to send us their manifestos, now that the language has finally been given the honour of becoming a political football.

Here is what the various parties had to say (in English!), along with details of how the parties standing in every constituency fared. Labour is the only party that must now implement its manifesto, though if the referendum on a Scottish Parliament is successful in the Autumn, all of them will have another opportunity in 1999....

Pàrtaidh Làbarach na h Alba - 56 suidheachan (+7 air 1992), 45.6% Cha robh manaifeasto fa leth aig a' phàrtaidh ann an Alba, agus cha robh guth air a' Ghàidhlig ann am fear Bhreatainn.


Scottish Labour Party - 56 seats (+7 from 1992), 45.6% The party in Scotland didn't have its own manifesto, and there was no mention of Gaelic in the UK document.

Libearalaich Dheamocrataigeach na h Alba - 10 suidheachain (+1), 13.1% "Bidh Libearalaich Dheamocrataigeach a' cumail suas is a' cumail taic ri eugsamhlachd chànanach is dhualchasach na h Alba. Bidh sinn a' leasachadh is a' cumail taic ri foghlam tron Ghàidhlig agus ri Gàidhlig mar an dara cànan suas gu àrd-fhoghlam ann an àite sam bith far a bheil gu leòr a dh'iarrtas."

Scottish Liberal Democrats - 10 seats (+1), 13.1% "Liberal Democrats will support and maintain the diversity of Scotland's linguistic and cultural traditions. We will support and develop the provision of Gaelic medium education and Gaelic as a second language up to tertiary level wherever there is sufficient demand for it."

Pàrtaidh Nàiseanta na h Alba - 6 suidheachain (+3), 21.9% "Feumaidh [leasachadh seirbheisean craolaidh] a bhith rim faighinn ann an Gàidhlig is Doraig.... Feumaidh inbhe co-ionann ri Beurla a bhith ga toirt do Ghàidhlig is Doraig, a thaobh lagha agus a thaobh craolaidh is nan ealan.... Bidh àite aig Gàidhlig is Doraig ann an [sealladh ioma-chultarach is eadar-nàiseanta aig foghlam] agus bheir seo togail dhaibh. Tha foghlam tron Ghàidhlig sònraichte cudromach do mhòran phàrantan, agus bheir Riaghaltas SNP air ùghdarrasan ionadail ionmhas a dhìon a dh'aona ghnothach airson foghlam tron Ghàidhlig, mar a nithear an-dràsda sa Chuimrigh airson foghlam Cuimris."

Scottish National Party - 6 seats (+3), 21.9% "[Developments in broadcasting services] must include provision in Gaelic and Scots.... Gaelic and Scots must be given equal status with English, both legally and in broadcasting and the arts.... Gaelic and Scots have a place to play in [the multi-cultural and international outlook of education] and will be enhanced by such an approach. Gaelic-medium education is of particular importance to many parents, and an SNP Government will require local authorities to ring-fence dedicated funds for Gaelic-medium education, as is presently done in Wales for Welsh language education."

Pàrtaidh Tòraidheach na h Alba - gun suidheachan (-11), 17.5% Gu mì-fhortanach, an dèidh fios a chur thuca grunn tursan, cha d'fhuaras manaifeasto nan Tòraidhean.

Scottish Conservative Party - no seats (-11), 17.5% Unfortunately, despite repeated requests, the Tory manifesto was not received by CLI.

Other parties with more than 12 candidates - no seats We received no manifesto, despite it being requested, from the Referendum Party (68 candidates); though the party was standing on a single policy, a referendum on European Union.

Thuirt am manaifeasto aig Co-cheangal Sòisealach na h Alba (16): "Tha sinn airson gnìomhan a bheireadh cothrom air foghlam tron Ghàidhlig aig gach ìre foghlaim mar dhlighe do dhuine sam bith a tha ga iarraidh."

The manifesto of the Scottish Socialist Alliance (16) said: "We are for measures for Gaelic-medium education at all levels of education as a right to which any individual can have access if they choose."

Thuirt Pàrtaidh an Lagha Nàdarra (13): "Thèid a dhèanamh nas fhasa do luchd-gleidhidh foghlaim ann an Alba a theagasg anns an tùs-chànan a tha roghnaichte len oileanaich oir tha tùs-chànan stèidhte ann an Lagh Nàdarra na dùthcha, agus tha seo a' cruthachadh cultar is cànan na dùthcha."

The Natural Law Party (13) said: "It will be made easier for the custodians of education in Scotland to teach in the preferred mother tongue of their students because mother tongue [sic] has its basis in the Natural Law of the land, which structures the culture and language of the land."

CLI also took a look at the election Web pages of the parties to see what presence Gaelic had in this new information medium - a medium that didn't even exist at the previous general election! Our research only turned up two parties using Gaelic: The Scottish Green Party (5 candidates), which had its principles published in Gaelic, and the SNP, with a special Gaelic message about the election and with the heading of the home page alternating on the screen between "General Election" and " Taghadh Coitcheann"!

CLI was not the only Gaelic group which took a look at the standing of the parties in the run-up to the election, with An Comunn Gàidhealach researching the views of the candidates of the fours main parties vis-à-vis Gaelic. With a response from a third of them, they answered as follows.

Airson Bòrd Leasachaidh na Gàidhlig samhail Bhòrd na Cuimris: Làb 62%; Lib Dem 68%; SNP 95%; Tòr 50%.

For an increase in Government expenditure on Gaelic: Lab 81%; Lib Dem 53%; SNP 92%; Con 30%. For the maintenance of the specific grants system for Gaelic-medium education: Lab 94%; Lib Dem 79%; SNP 94%; Con 90%. For Government support for Gaelic nursery education: Lab 87%; Lib Dem 79%; SNP 92%; Con 80%. For legislation to achieve Secure Status for Gaelic: Lab 88%; Lib Dem 79%; SNP 97%; Con 50%. For a Gaelic Language Development Board based on the model of the Welsh Language Board: Lab 62%; Lib Dem 68%; SNP 95%; Con 50%.
